Ambient Air Quality NEPM

The Ambient Air Quality NEPM was made in 1998.  The NEPM sets air quality standards for six criteria pollutants - ozone, lead, sulfur dioxide, carbon monoxide, nitrogen dioxide and particles as PM10. This is the statutory instrument which amends the NEPM. The NEPM was varied in 2003 to include an advisory reporting standard for particles as PM2.5.

The purpose of this paper was to encourage discussion on the options put forward to address issues raised during the review of the Ambient Air Quality NEPM. It was aimed at gaining stakeholder and public views on improving the effectiveness of the NEPM and formulating recommendations to NEPC to consider in initiating potential variations to the NEPM. The Discussion Paper focused on the issues and options regarding the effectiveness of policy decisions, the monitoring protocols and associated actions, and reporting and community communication methods.

This is a summary of submissions recieved in relation to the draft Variation to the Ambient Air Quality NEPM (Particles as PM2.5) and NEPC's responses to those submissions.

This Impact Statement takes into account the original aims of the Ambient Air Quality NEPM and examines the potential impact of the proposed variation on the costs and benefits related to the introduction of a PM2.5 standard.
